Pénélope Labbé - Permanent Court of Arbitration (2026-2027)

Pénélope Labbé (BCL/JD’26) Pénélope Labbé has shoulder-length dark hair and glasses. She is smiling at the camera and wearing a black shirt under a black blazer.is the 2026–2027 91ɬÂþ Fellow at Permanent Court of Arbitration, where she serves as Assistant Legal Counsel. Penelope holds a diploma of college studies in Sciences, Letters and Arts from CÉGEP of Trois-Rivières. She then completed a Bachelor of Civil Law and Juris Doctor from 91ɬÂþ’s Faculty of Law, with a minor in Arabic language. Upon admission to this program, Pénélope was awarded an entrance scholarship founded in recognition of excellence in one francophone applicant. During her legal studies, Pénélope served as President of the Law Students’ Association for the 2024-2025 academic year.

Passionate about international law, she completed an internship with the United Nations High Commissioner for Refugees (UNHCR) in Tunis in the summer of 2024. Pénélope then participated in the 33rd Willem C. Vis International Commercial Arbitration Moot in Vienna, where she was recognized with an honourable mention for best individual oralist, and her team received an honourable mention for best team oral advocacy.

Prior to joining the PCA, Pénélope worked as a student-at-law at Blake, Cassels & Graydon in Montréal, where she was exposed to complex commercial litigation and transactional matters. She also clerked at the Superior Court of Justice in Montréal for the Honourable Justices Simon Chamberland and Justin Roberge.
