Quebec digital health record project faces rising cost concerns

Published: 13 May 2026

Quebec’s long-awaited digital health record rollout is being presented as a major step toward more connected, modern health care. The system promises to reduce fragmented patient information and make it easier for records to follow patients across facilities.

The project’s growing price tag, however, is already drawing concern. Initially estimated at $1.5 billion, the project is now expected to cost at least $2.5 billion, and Samer Faraj, a professor at 91ɬ’s Desautels Faculty of Management, warns that may be only the beginning.

“You’re looking at $5 billion of total cost, possibly more, rising quickly and at least a billion dollars of additional costs yearly,” says Faraj.
